This is a great question in which I have wondered about my whole life. And you will either get a Jewish or a Christian perspective on it.
Both will not give you any relief whatsoever in terms of knowing the absolute truth. But the attempts will be outlandish and interesting. So I hope lots of people try to explain this to you because it will be funny.

They were judged by the law of Moses.
In Romans it says something like if someone has not heard the gospel or I'd imagine the law of Moses they were judged by the law in their hearts. Meaning they basically know right from Wrong and were judged accordingly. Now do I know that for sure? no. But it seems logical.
And Hell was created for Satan when he tempted Adam and Eve and he was then cast out of heaven along with 1/3 of the angels. Some are there now in a place called Tartarus in chains, this is also in the bible.
Now what Jake said is right. There's something called "Hades" meaning the place of the dead. The King James uses this interchangeably with Hell and they shouldn't. This gets a bit complicated but here goes.... Hades has 2 parts to it, Hell where the unsaved go and Paradise. Jesus went to paradise when he died-part of Hades. There is a great separation between the 2 parts.

There was no hell as a place of torture; never has been. Hell is the common grave of all mankind.
Before Jesus' coming, there was only hope that God would provide the Messiah for a redemption. They did not actually have anything in place. Now the dead have a promised hope of a resurrection to life.

The word "hell" is used for different things other than the place of the fallen angels and the damned in the Bible. Sometimes it just means the "abode of the dead" without implying any punishment as when the creed says, "Jesus descended into hell."
The hell we speak of was created for the Lucifer and fallen angels who rebelled against God.
Before Jesus died and rose, all the dead went to a waiting place. That is where Jesus went first when He died to free the spirits of the just.

The word hell, comes from the Greek (hades) and from the Hebrew (Sheol) and the Latin (inferi) all this words really means the place where the dead are put.
So before Jesus sacrificed his life and poured his blood there was no hope for the dead.
So now the dead have a hope of a resurrection.

If this guy or woman became an grownup yet became out criminal--murdered people, stole stuff, toddler molester, and so on. could the courts & regulation be like "we're not going to do something as punishment by using fact that's not fairly totally human." There are a few misconceptions in the question. Man has no fate, for he reflects God. One can believe in hell, but it was never part of the spiritual creation. God's ideas can never be separated from Him, and there is not and never was two creations.

we were to all be punished but god loved us so much he sent his own son to die for us and hell was created when Satan wanted to be god but god denied him so Satan created hell and he is actually a beautiful angel not the red monster with the pointy tail and pitch fork

before Jesus was born you became righteous with God by believing him. look at Abraham God counted him righteous because he believed God. in the garden when God said the seed of eve would bruise the serpents head as long as people believed God would do that they would be righteous. and God did it when he sent the seed of eve(Jesus) to bruise the serpents head(providing a way for salvation).

There was a hell but you had to obey strict religious laws in order to avoid it. At one point they had to make sacrifices of goats and lambs and such for their sins. Jesus became the ultimate sacrifice so we wouldn'thave to do that anymore
