You mean godless non-profit religious leaders who publicly excommunicate dissenters, for example, Catholic Bishops who say Rudy Giuliani must be refused holy communion since Giulilani will promise to enforce the laws of the USA vs the laws of foreign countries such as Saudi Arabia or the Vatican?

Lots of reasons. A.) Some aren't called by God to preach. B.) Some are just brisk by personality. C.) Some grew up under that type of preaching. They just are doing it that way cause it's what they know. D.) Sometimes, they just need time to "get into it". I'm sure you have to preach awhile to "find your groove" just like anything else.
