Very doubtful. But a lot of water is used by the various subcontractors in constructiong your house. If your meter was put in before the house was finished, this could account for an initially high water bill after moving in.

Your meter could have been one that was used for years before the water company took it out and later installed it at your place. That is why they take a reading when you first get service and the read it again every month or two. You are only billed for the difference from the beginning till the end of a period.

It is possible the utility company installed a previously used meter body and head.then yes it wouldn't be set at zero when it was installed.

Anything is possible, but you could say that about any measuring device that initially started at zero.
You are never ever going to know and you could spend your whole life worrying about it.

no meter is set to zero when it is installed has it has ti be callibrated before it is installed

Look at your meter and verify that it was not installed backwards.
