Its not the time that matters so much as the state that your soul is in. If one is in the state of mortal sin, one should not receive the Eucharist until he/she has gone to confession. Otherwise, it is recommended to go monthly or at the very least, once a year.

If you have committed a mortal sin, you cannot receive Communion until you go to confession. BTW, willfully missing Mass on Sunday or a Holy Day is a mortal sin.
If you have not committed a mortal sin and have been to confession at least once in the last 12 months, you can receive the Holy Eucharist, but it's advisable to go to confession soon. It's much easier to "keep short accounts."

You are only required to go to confession once a year during the Easter season. Outside of that, there is no requirement to go to confessiojn before receiving communion UNLESS you are in mortal sin. In that case only, you must go to confession before receiving Holy Communion.

Usually Confessions are heard on Saturday, but you can go to confession minutes before mass if you want. Also in the mass itself is a general absolution and all sins are forgiven just prior to communion.

I don't know what the issue of Mortal and venial sin are as I am Orthodox but for us it is recomended to go to confession at least once a month but if your unsure if you should recive comunion t and go to confession and ask your priest.

To partake of the Eucharist, you must not be aware of any mortal sins that you have committed. If you do have mortal sins in your life you need to go to confession and receive absolution.

It depends.
Catholics should receive the Sacrament of Reconciliation whenever he or she has completely cut oneself off from God (in the state of mortal sin) and at least as once a year.
Catholics may receive the Sacrament of Reconciliation whenever he or she feels that they need to be reconciled to God and the Church.

You just have to be in a state of grace. Catholics are required to go to confession once a year.
