You don't need to get him anything. Just show up at his graduation, and support him unconditionally. Make sure he knows you do. Any thing else is small compared to that. Remember he has been gone for several weeks, going through a life changing experience, with uncertainty ahead. If you have to buy a card and spell it out that will do, we men are not the quickest of people to pick up these things.

Maybe a nice watch with the Navy emblem? Or really anything with the Navy emblem. A friend of mine graduated Marine Corp boot camp and got an awesome Marine Emblem zippo and Marine Corp ring as gifts and loved them.

Have a family photo taken to commemorate this very special occassion. Make sure he's wearing his dress uniform.
And from this moment forward be a faithful wife and good mother to his children.
When he is deployed, write to him everyday (even when you're to tired to think!), just a short note, to let him know that he is valued. And send picture of the kids, so that he can keep up with their growth.
Keep an 8x10 of him in the living room so that the kids are reminded daily of what "daddy" looks like.
You are no longer a wife, you are a Navy wife. It is the most important, and at times the most difficult, job you will ever have. Take it seriously and do it well.
My husband retired as a Master Chief, with 30 years of service.
I am proud to welcome you to the "sisterhood".
