Probably based on information from an informant or an undercover officer, they provided a judge with the evidence that gave them probable cause to request a warrant.
The judge (or magistrate) issued the warrant based on the evidence.

They received believable information that drugs were at the location, presented this information to a judge and the judge believed that a search warrant should be issued.

With probable cause based upon reliable information. Enough to convince a judge to OK the warrant.

They get their info from rats and snitches ( since a six figure salary isn't enough for them to do their own dirty work) and then they bribe a judge or DA to OK the warrant. If you want to see how it's done, watch the movie "Training Day".
