I know it says God helps the helpless but that is very different.

nowhere. you're thinking of Ben Franklin's "Poor Richard's Almanac"

in fact, the Bible says the opposite -- "he who trusts himself is a fool" (Proverbs 28:26)

not word for word...it would really depend on how you are using that phrase to tell you if the principle can be found in scripture.

I've heard that phrase used both to condemn someone and to justify. The context means everything.
