Mexico, seriously. They have one of the toughest immigration laws in the world, and they send millions of their unemployed and unskilled workers to the USA. Nobody wins on immigration like the Mexicans. If the USA adopted Mexico's strict immigration laws, we would be so much better off!

Sorry, little isolationist joke, there.
I haven't heard a lot about the immigration policies of a lot of other countries. I know American, Canadian, and European policies are pretty lax and poorly unenforced. I know that Mexico's policies are a good deal more draconian. And, of course, that the DPRK is a veritable fortress.
Frankly, none that I've heard sound that good.

Probably Switzerland, Netherlands, Singapore, and Hong Kong. Since they are small countries, they have small governments and also does a pretty efficient job with other things as well.
