No - forms often aren't ready yet, and you don't have your tax paperwork like W-2's. Since the year isn't over, they can't assume that you won't have more income this year.

No, since the tax year doesn't end until 12/31/07 at midnight. Normally you cannot e-file any return until mid-January.

I doubt it-Most states don't even have their forms and tables and stuff ready until January. Most start their e-files a few weeks after the federal who doesn't start until Jan 15th or so.
