Try printing a bunch of pages from a kid friendly website such as nick jr., and personalizing them with her name. Then you can tie them together with yarn, ribbon, ect...and spend the money on crayons, and a little crayon box to go with it. Decorating the crayon box with her name, even just using permanent marker, will help her learn the letters of her name, especially if you write them in all lowercase.
Also, at her age, a fun cartoon movie such as Bee movie would be super cheap, she's free, and you could go in during matinee time. She won't need a bunch of treats. And no, she may not remember it, or sit very still, but it would mesmerize her, and give her mommy & daddy a little free time to themselves.
...2 year olds are blessedly easy tp please, try skipping the money part and take her to a park and really focus on her.

What is her favorite treat? You can get a box of crackers or cookies, or a big jar of applesauce for less than $4. The best gift would be to sit down and play with her for a while.
If you live someplace where winter gets cold, buy a cute hat or mittens. Trust me, both those items will get lost and she will need replacements.

Avoid dollar store toys because of the lead issues. A box of fat crayons and some paper would be a good gift.

You can get alot of "party favor" type toys at Party City and Diddams for cheap. I got my daughter toy rings, an alligator clapper, a wand, etc for our airplane trip to amuse her, and I spent under $4. Good luck!

I still like my answer from before - also, at Kay B Toy Stores they have this little pills that you drop in water and they turn into sponge animals. They are great and cheap. Good luck!

how about a hand-painted frame to put a picture of her in? my family all loves receiving hand-made gifts and especially ones that include pictures of the kids. you can get an unfinished wood frame at AC Moore or Michael's (or maybe even the dollar store.) good luck!

I say take her swimming... it will be about $4 for you and usually 2 year olds are free.... spend time with her... make it a big deal that its just her and auntie... she will remember swimming with you more than a little dollie from the dollar store :)
Happy Birthday little one :)

I think that the best thing that you can give her is your time. So get a container of bubbles, some crayons and paper and you will have a good time! (The only thing you probably need to buy is the bubbles!)
