Is it really worth it to visit that city for vacation? If yes, when is the best time. If not, why? Kinda curious...

Spring: cherry blossoms and tulips blooming in central park; decent weather
summer: free summer concerts all around the city, street festivals
fall: the leaves changes colors and its beautiful in central park and the san genaro festival
winter: ah, Christmas time. ice skating at rockefeller center, xmas tree light too, window decorations at the different depart. store windows.

my vote is for spring. it's not too hot or too cold. you can walk all around town easily.
