I have never been hit by a vehicle with what we call a brush bar or bush bar here. I hope I never am. Put those on an SUV, and they are people killers. The front of a vehicle is designed to aid in a body folding over, absorbing some of the energy, and increasing the odds of a person surviving a hit. Some of those bars are at the height that would ensure a body is broken at several points, dramatically increasing the odds of paralysis or death.
They were developed for off-road vehicles, they should be outlawed for other use.

hi, im a pedestrian, no i havent been hit by any car, or suv
i see alot of suv's and trucks driving around with aluminum grill guards, which is probably what you are thinking of, they cant even take a small deer, let alone a cow
i live in in a semi-rural part of ohio, and no one has "bull gaurds" because (1)they cost a lot($1000-$5000) and (2)arent practical, i know 5 people that have hit deer in the last year, and im only 15, and there are only 800 kids at my school.
in canada, some of the cross country semi's have them, the gaurd is 5-6 feet tall, and rides about 6 inches off the ground
no, real bullbars shouldnt be baned, because whoever has them acually needs them

I hoped that natural selection would work and apperantly if peds are walking in front of these vehicles and being struck then it's working fine. Why ban the bars that were designed to protect the front of vehicles from idiots ?

No, I don't think they should be banned, retarded pedestrians need to learn to look both ways before crossing the street.
