Some people say it can. USE with Caution! Try a very small amount first. Some people with pollen allergies are also allergic to honey. Does honey in breads and cereals bother you?

If you get locally harvested honey then it can help you build up your immune system against airborne allergies because tha bees make the honey out of local flowers.
