Certainly. The misnomer that people make and forget that powdered sugar contains starch, and not only pulverized sugar. I can suggest that since you can't have cornstarch, how about using potato starch? For every half-cup of sugar, add a tablespoon of potato starch.

Like what gmgaro said, powdered sugar needs some starch. Starch is what makes powdered sugar magical. How can you make royal icing, or cream cheese frosting with powdered sugar that only contains sugar? It doesn't hold up without starch. Potato starch is a good alternative.

Pulse your cane/granulated sugar through a food processor and it will turn it into powdered sugar.

You could also give a food processor a go at it. I honestly don't know if the results will be the same however.... Good luck.

Yes - I think you'll need to use your coffee grinder. It won't work in a blender - can't get it against the blades good enough.
