Technology malfunction, something blowing in the wind and out of focus, or a hoax. If this was a ghost, don't you think it would have a better way of showing itself then a blue blob on a gas station camera?
I have taken many pictures that appeared to have figures in them. They always seem to happen in rooms where dust is in the air, and the flash from my camera lights up a speck of dust located within centimeters of the lens. The result is a blurry figure in the picture.

seriously, that one woman: "angels. definitely angels". Yeah, angels always hang out in gas stations randomly flitting from place to place.

The forces of evil are every where... that could well be one of them.... it for sure is not a "ghost", as in the soul of a departed mortal... once the soul leaves the body there is no sticking around or coming back.
