I think the more important question is... did the people actually vote for Bush?
Popular vote in election 2000 says No.
Can't punish a majority who didn't even put him in office...

Hmmm... probably not.
If by "God" you mean the God of Abraham, I suspect he doesn't give a flying **** about any of this ****. Omnipotent, omniscient beings really don't have the need worry about politics and economics in America... not even the petty, best-friend-of-le-marquis-de-sade one described in the Bible, Quran, and Torah.
If you mean karma or market forces, then I'd have to say that it is punishment - not for the ignorance of electing Bubba, but rather for years of complacency, entitlement, and lack of personal responsibility. Our society wants more than we deserve and we want it now. There's only one good fix for that trustafarian, entitlement mentality: going broke, losing your home, etc. Suffering has a way of instilling humility and strong work ethic.
Realistically, it is just the market smoothing itself out. We just think it's a crisis because people are loosing their homes. Well, guess what, if they overbought, overfinanced, etc. then I guess the homes weren't really theirs to begin with, right? So what's the big? Creative destruction. It's healthy. People shouldn't even think about buying home won't anymore. People who've been saving in waiting now get in on buyer's market. Fly-by-night dollar chasers who thought they were real estate or finance professionals can now be washed back into the general labor pool ready for the next trend. Investment outfits pick up cheap properties and distressed CDOs and make a killing down the line.
Crisis implies that something really bad is happening. What crisis?

Well since most people did NOT vote for George Bush, especially the poor, than I seriously doubt it.

Well I bought a house recently, I can afford to pay for it, and I did not vote for GWB. Why do I have to suffer too? And what about the other 55% of America who's voices were suppressed?

No it is Satan's reward to those who voted for George Bush.
Did you not hear that Bush wants to bail out the loan companies at the property tax payers expense?

That assumes that people taking on the sub prime loans are all people that voted for Bush. Anyone taking on a loan like that who can't pay it, deserves to lose their house!

No, but it is a major manifestation of the consequences of banking's unbridled greed - and shaken the capitalist system somewhat. Sign of something worse to come?
