The laying of the floor is not illegal. It will only become an issue if the noise created is considered a nuisance, and if so there may be an action in tort law to claim damages for loss of enjoyment of the property. However, basic decency says that consideration should be given to those living below you anyway.

You can have whatever you want, just use a good sound insulating underlay, timbermate excel silver is very good or 6mm fibreboards if you also need to even out the floor

no law in the world says you cannot lay laminate floors where ever you want

well i don't think its illegal but i would ensure that it wont make it too noisy downstairs because you don't want to upset the neighbours
