Chungking mansions offer some pretty reasonable room prices. I'm sitting in the mansions right now as a matter of fact. Chungking mansions is actually made up 5 'blocks' A,B,C,D and E. Each block has several hostels, restaraunts, etc... and the one we're in is a double room with a bathroom, paying HK$200 a night. Expect as low as half that for a dorm bed w/ a hallway bathroom.
The first floor is pretty wild, but just remember, ABC blocks are on your left, DE on your right.
Booked our hostel online before coming, but you should definintely be able to find a place to stay w/out a reservation.
Star ferry is about a 10 minute walk and there is plenty to see/do around here. Good luck!

Yes, Chungking Mansion is just about the cheapest place to find a bed in town. Once you get over the stygma of staying there (afterall, HK is all about the glitzy and the rich and opulence), it is actually very enjoyable and you will mingle with people whom you would otherwise not meet. A mix of budget backpackers and overseas workers from South-East Asia, the Indian Sub-continent, Africa, etc.
Other than that, if you are ready to meet people in their own private turf, you can try becoming a global freeloader. I am one of them, and always had great experiences staying at people's place (sometimes on a mattress in the living-room) and hosting travelers in my own home as well. Not always the most comfortable, but everyone I met through GF has become a lifelong friend.

haha...just want to say, that as soon as I read your Q, I immediately thought....Chungking Mansions, haha. Its an ok place....cheap and somewhat comfortable ~ the manager/owner was friendly too. Also, its on Nathan Road, and its close to some interesting areas, so I guess its a good location. Ahh...but they are now constructing a large building right across from it...so, there will be construction noise (though HK is noisy anyway). But really, you will only be there at night....so who cares^^
I also stayed at another place in Kowloon...but at the moment cannot remember the name....it was really close to the night market. If I can recall that place, I will add it to this answer^^
Lots of good memories from writing this answer......I really enjoyed HK...hope you have a fun time^^
Cheers ~ M.

The ChungKing mansion is ok, however, you might not be comfortable.
Another better one is the Dragon Hostel, it is very clean and affordable. It is only 200HKD per night for a single bed. Go to the website and you can even see the pictures.

Chungking mansion is OK, it's also great for Indian Food. Try Delhi Club, 3/F, I forgot which block.
Chungking mansion Looks really grotty, but the restaurant choices are excellent.
