FOO, Jesus said this in John 14:15 If ye love me, keep my commandments.
It sounds as if God loves you so much He is trying to draw you close to Him. Keep praying and read your Bible if you aren't already. This book of John is a great place to start.

The devil is The Accuser. God has no need to make any accusation since he knows all things. Conviction from the Holy Spirit needs no voice, yet may come with one.
If you are not sure you should at least ask and see if you get a response. It has been my experience, and we see from Scripture, that the Lord never starts a conversation He does not finish.
You say it was "clear as day with out sound." That would indicate that someone else was present who could have heard but did not. Otherwise how do you know for certain there was no audible sound? I also wonder why you said i heard "something" say! Why not say i heard "someone" say?
Considering your last sentence it may be the voice of your own conscience. God hears but does not answer prayers from a heart that is amiss and lacking in humility. Consider the proud man that Jesus heard praying in public. Jesus quoted his prayer and noted that --- "he prayed thus with himself..." A lot of this goes on today.
My best observation would be that when you hear what seems to be an audible Word; the knowledge that Word has about the depths of your being will leave no doubt about who is speaking. It will go beyond what you or anyone else knows about you.
You note that you do not have a conscience void of offense (again reference your last sentence). If the Lord is actually speaking to you; He would not leave you without telling you why your heart is not able to live the life you know to be necessary. (Not a matter of try harder, but heart condition. If it isn't easy friend, it will prove impossible.)
I am also not discounting your sisters idea that you were distracted from something essential that you were praying about. Take up again where you left off. Check all things against Scripture and ask for a third confirmation of any word you hear or vision you may see.
What you hear or see must match Scripture and you can ask for, and should expect, a third independent confirmation. And in all this one should see the hand of a loving Father.

The Holy Spirit convicts us of sin and purifies and refines us. You will eventually be able to tell, but if you are a new Christian, be aware of the fact that Satan will come against you with many fiery darts. However, remember that Satan is a liar and the father of lies so why would he not want you to lie.
The Holy Spirit is the one who would want you to realize that you are lying and not living correctly. God hates lying because the Bible says He does.
The Holy Spirit spoke to you and you need to listen. You are loved very much by the Lord and He has great plans for you.

Foo, I'm not doubting your heart heard a voice, and I'm not doubting the words that were spoken were actually the words being spoken. What I don't know from your description is what you may have been saying before this, or what was laid on your heart after hearing this.
If there was a sense of "this is all a waste of time" then I'd put my poker chips on "not from Jesus", but if the conviction in your heart was "I need to draw closer to Him," or "I want to change because I'm tired of being a hypocrite", then I'd move those chips over to the "bet that was the Holy Spirit speaking to your heart."
And this is where discernment comes into play.
Today, my prayer is you will be brave and choose to draw closer to our Saviour. My prayer is also to ask God to bless you with the wisdom to answer your questions, and to allow you discernment in your heart, to be able to hear His whisper, and know when the whisper comes from the enemy."

You need to pray for discernment, for indeed some messages are from Satan, and others are graces bestowed upon us by the Lord.
I remember once I was in a group prayer, and I had an overwhelming desire to just burst out laughing. It was the strangest thing. Upon reflection, that was the work of Satan.
Another time, while I was deep in prayer, I heard a lady's voice tell me, "You cannot know God's will for your life if your mind is poisoned with drugs."
At that time, I used to smoke a lot of pot, but I rationalized the drug abuse by telling myself I wasn't hurting anyone and it wasn't really a sin. Hearing the voice frightened me, and I then decided that I had to stop smoking pot.
As a Catholic, I believe I heard Mother Mary's voice, although it equally could have been the voice of an angel.

The Holy Spirit does convict us of sin but the devil also accuses us and crushes our spirit.
Here is how you can tell the difference - if you are sensing a specific way you can change or a specific course of action that you should be taking, and if this course of action is in line with God's word (the bible) then chances are it is the Holy Spirit. But if you are just generally feeling bad and depressed and like God will never forgive you or that nobody could ever love you, then this is Satan trying to separate you from God.
The Holy Spirit wants to reconcile you to God and Satan wants you to feel so sorry for yourself that you take your focus off of God's mercy and his power to rescue you and you put your focus on yourself and your own problems.
Don't fall for it! God loves you! And with God all things are possible :)

It's kind of hard to say who/what it might have been. If you think it was Satan, what is he accusing you of lying about? For that matter, if you think it was Jesus, what would he be accusing you of lying about? Of course, now that I think about it, I'm not sure that Jesus would accuse you like that; I think he would more likely ask you a specific question about whatever you're doing that displeases him--"If you really believe in me, why would you do________?" I would pray for God to reveal to you whether or not that voice was from Him, and ask for the ability to discern between His voice and other voices, as well as what He wants you to do.

if you are praying with the utmost honesty and sincerity. Then satan may be attempting to lead you astray. However, If you are performing what I like to call " self / God deception. Then God may have one of his angels attempting to correct you.
Either way. i would look at it as a wake up call. And study the word of God, pray constantly, and devote your life to God. You do not have to become a minister or nun. just constantly think about God. Before saying or doing anything. Ask yourself, would God approve.

A guilty conscience, maybe? God corrects his children but if you are not saved, I don't think it was Jesus telling you, you are lying...because, Jesus wasn't sent to condemn you...

The devil is a lier and he want us to be a lier just like him. his only tring to mess with you try to concentrate more when you praying cause the devil is watching. God will never tell you that you are a lier his waiting for you to tell the true your self his not going to tell you. You know what's best.
