while walking across a bridge I saw a boats full of people. Yet on the boats there wasn't a single person. Why??

It was a big boat full of people. This big boat had lots of empty smaller boats (life boats) - with no people in these.

when you said "I saw a boats full of people." you meant you saw alot of people but not on the boats.
there was nobody on the boats
