like if your just starting off how long would it take for me to be able to get to the highest level of photographer?

Ist you really need to understand the relationship of lighting, exposure and set up. Know how to use your camera in manual mode. ..then your reaady to start charging people for money and go from there. After that just make yourself available to model agencies, commercial ad agencies and models too. Word of mouth will spread of how good you are.

That depends on how obsessed you are with photography, it is different for different people. Most photographers who make it as a photographer don't do modeling or fashion photography they do other practical photography jobs, like basic advertising, weddings, photo journalism, art photography. If you want to work with models to start go to model mayhem and make a photographers account and start off doing tfp(trade for pictures) photo shoots.
As far as timeline, anywhere from 1day to 50yrs, most of the highest paid photographers are 45+ with the exception once and a while of the few that make it earlier in life, but they tend to know someone that can get them in.

Start at CraigsList. It's full of bottom feeders looking for free models, BUT there are many who will give you CDs for time, It's something to show and get your foot in the door. Good luck.
