You got it!! The driver wasn't involved in the legs....nowhere in the riddle does it say driver..It just states there are 7 girls on a bus! As soon as it lets me pick a best answer the points are yours!!

49 bags x 7 big cats each = 343 big cats
343 big cats x 4 legs each = 1372 big cat legs
343 big cats x 7 kittens = 2401 kittens
2401 kittens x 4 legs = 9604 kitten legs
7 girls x 2 legs = 14 girlslegs
1372 big cat legs + 9604 kitten legs + 14 girlslegs = 10990 legs.
If there is also a driver there would be 10992 legs.

1388 legs in the bus..... 1584 if you count the legs in the bags since the bags are also in the bus..
7 girls + driver = 16 legs
7 bag x 7 cats = 49 cats x 4 legs = 196 legs in bags
49 big cats x 7 little cats = 343 x 4 legs = 1372 other legs (not inside backpacks)

each backpack has 7 big cats (196 legs) 7*196=1372
