outside there are plenty of rats and mice where i live and i need a dog as a ratter.
getting a cat isn't an option because i raise birds.

get a Jack Russell terrier. Really any small breed of terrier would be good they are breed to chase down rodents. i had a terrier mix myself that could get prairie dogs like nothing I had seen and it was just instinct on her part.

If you seriously want a ratter go for a terrier of some sort.. schnauzers are great, rat terriers, .. really any low to the ground terrier.. However, they see birds the same as rats (anything smaller than them is fair game if not trained from the SECOND they get there.. and never leave them alone with access to the birds)

Not all cats go after birds either.. or mice and rats for that matter..

Terriers can be highly neurotic if not socialized well, they do bark quite a bit.. but as long as this will be an indoor pet, who gets some training and attention.. any small terrier would be a great addition.

a vaccinated terrier - BUT many will go after birds too - depending if they are house birds like parrots or ground birds like pheasants?

Terriers were bred to hunt...

make sure the dog is vaccinated and kept dewormed too becuase they can get worms etc from the rats...

Labrador retrievers are good dogs, and also good with heat, they love excercise but are also very lazy at the same time. Another is american staffordshire terrier these are good scary looking but friendly. If your wanting a good guard dog try pitbulls or staffys along that kind of breed :)

You shouldn't get a dog if you want to use it solely for that purpose. Terrrier breeds are good at catching rodents but can't be kept outside all the time. They should have a balance of outside and inside time, also eating other animals can make them sick if one of the rats is diseased. I would suggest an exterminator.

MinPins are also good. The only problem with dogs with a high prey drive is that they won't necessarily not eat the creatures - which could be carrying diseases.

Have you thought about a cat?

Giant:Saint Bernard(they are pretty good at hunting)
Large:German Shepherd(they are hunters)
Medium:Border Collie(pretty good at hunting)
Small:Jack Russell Terrier(very good at hunting)
X-Small:Chihuahua(good at hunting)

Any one of the terriers will work that is what they are bred for

my sister has a German Shepard that catches rats,she has a very smart doggie!
