Phimosis is the condition where the foreskin cannot be retracted over the glans penis. It may be partial or complete, and may be painful during an erection. It may be congenital or acquired later in life, perhaps from an infection.

Ordinarily one cannot retract the foreskin on an infant's penis, and it should not be done forceably as had been recommended in earlier times.

Putting on a condom depends if the person with phimosis can obtain an erection without pain.

Treatment or prevention includes circumcision. The advisability of routine circumcision is another issue which I won't get into here.
