Your best option is to apply for the NROTC 2-year scholarship after your citizenship is finalized. Citizenship IS required for application and acceptance in the ROTC program. Talk to the NROTC office on campus for their opinion and help.

But if you want other options, finish your degree then apply for OCS or enlist in the Navy (make sure you get the Loan Repayment Program as an incentive -- this will pay off a big chunk of your student loans) and apply for STA-21 once you get to your first duty station.

LDO or CWO isn't really a great option for you because you have to be at least an E6 to be eligible for LDO and E7 for CWO. But if you want the experience as an Enlisted person before you go Officer... you can certainly go this route. It just takes a lot longer.

you may drill with ROTC for the first two years as a Non citizen. However, after that, you contract and therefore must be a citizen before you can continue. as long as you have a Green Card, you will be okay at first.

there are other option to gaining a commission. OCS if you have a degree. STA-21 (enlist than get accepted to attend college on the Navy's dime) plus the career billets fo LDO and Warrant.
