I don't think you should tell him because that will make it worse to him and his new girlfriend. You should move on to someone else.

Does he already know? Have you already been through the conversation once before and that's how you learned that he no longer has feelings for you? If the answer is yes to either of those questions, then I would say that you shouldn't tell him again. Why? Because you are the one that is going to get hurt again by his rejection, and you should care about yourself enough not to let that happen. However, if this man is totally unaware that you still carry a torch for him and you feel it is something you need to say then say it---but you shouldn't be looking for any other outcome but getting your feelings on the table since you already know he is not in love with you anymore. The choice is yours and how well you can handle another bout of rejection. Personally, I wouldn't put myself through it, but no one knows how you will handle the aftermath of your declaration but you. Think carefully, do what you must, and then move on from this. It isn't healthy to harbor feelings for someone that no longer wishes to be a part of your life. I know it's difficult, but the best thing for you to do is move on.
