Why doesnt telnet install on my pc? i go to windows features and turn it on then after a few minutes it says that not all of the features were turned on

Microsoft makes changes every time the do a new release. Things get added and things get dropped. Telnet was one of the things dropped by Vista. The use of it was too small to justify the space it would take up on the disks.
But you can go to the microsoft.com and download it for free.

Microsoft documentation which I've linked to gives a command to start a telnet session which isn't telnet. See if it is available to you.

Why aren't you using SSH anyhow? Before I jumped from Windows I was finding it was more useful for what I was doing as well as more secure. I have linked to a download for a third party SSH software which I have never tried and should not be assumed to be endorsing. I do prefer third party software for most of this stuff, for the same reasons we have the Unix/GNU Linux permissions structures: Microsoft isn't going to be so free with permissions if it doesn't know the software. I noticed when I searched there were several third-party solutions using both Telnet and SSH.

Either way, you probably should consider that.
