3 years ago, I was diagnosed - hypertension with a reading of 160/100. I used to feel dizzy a lot, my legs had awful cramps, and levels were very low in my potassium, causing my fingers and toes to always cramp together. I am an EMT, and I agree that he should be taken to the ER. If he is not allergic to aspirin, he may try to take some as it is a vaso constrictor and will slow his blood pressure. However, I only use this to get to the nearest hospital usually, so you should really seek medical advise. Many different things can cause high blood pressure. Often it is related to stress, and other times it can be more serious.

Recheck, your father taking care of following things :-
Lifestyle changes
1. Don't smoke cigarettes or use any tobacco product.
2. Lose weight if you're overweight.
3. Exercise regularly.
4. Eat a healthy diet that includes lots of fruits and vegetables and is low in fat.
5. Limit your sodium, alcohol and caffeine intake.
6. Try relaxation techniques or biofeedback.

To lower your blood pressure you can sit quietly and meditate, If you can't get your Dad to meditate, just sitting quietly reading or being read to will help to lower his blood pressure. Try not to give him any extra stress. Just closing his eyes and sitting quietly will help.
