The ten commandments are some of the conditions found in the old covenant, which did indeed end. (see II Cor. 3)
A person cannot be held to the conditions of a covenant they were never a party to, or a covenant that is no longer in force.
"Keeping" the commandments does not affect the heart. One must "fulfill" the commandments through love, which is a reflection of the heart; the new heart of flesh given to the one who believes the gospel.

The Law, the ten commandments, hangs on these two.

People, Nations, Politics, Religions, Sciences, had already formed their own Ten commandments or some such commandments.
