What i mean is the expersion or word when you try to coniivnce somebody that what you are saying is correct but in a formal way.

vow.

as in, "i vow that what i speak is the truth"

it can be used to mean both with or without the commitment to god, but the connotation is the same.

there is no formal way of saying this.... since when you speak or write formally, you would not use a colloquial expression.
Your statemant -without the assertion of swearing to its truth would stand on its own, formally speaking.
