It is not possible. There are times when you can get a refund without having paid anything in income taxes. BUT you have to have earned income. Are you sure you didn't babysit, mow lawns, cut hair, or perform some other task for someone else that could be considered income? In your situation, strangely enough, you would want to claim as much income as you actually made, even if it was for cash. First of all, it's the legal thing to do. Second, it will benefit you financially throught the Earned Income Credit.
BUT, if you really did not work and did not earn any income at all, then there is no tax refund available to you. You are likely benefitting from the taxes the rest are paying.

The only refundable credit most people qualify for is the Earned Income Credit, but that requires EARNED income... the Child Tax Credit is a non-refundable credit, which means it only helps you when you owe taxes. If no monies were withheld, then there is no money to claim... also with 2 kids and no income, it's possible that you're dependents of the state, and no one can claim you guys. Many states (like NM) offer a refund for just being a resident and staying out of jail, so it might be worth your time to file a state return (depending on your state of course).

If you didn't work, had no income, and therefore no taxes withheld, how could you POSSIBLY get anything in the way of a refund? A tax refund is the difference between your tax liability and the amount paid in through withholdings and estimated payments. Since $0 - $0 = $0, that's what you get: $0

You would not be able to file a tax return for a refund without any income.
But, who else is living in the household and has lived with the children for more than half the year? Is the other parent, or another relative such as your brother, sister, or your parent? Do they have wages? If so, it may be possible for them to claim the children and get a refund which would benefit your household.

If you had any income tax withheld from your unemployment benefits, then file, you'd probably get back what was withheld. Otherwise, there's no point in filing. You don't qualify for anything as a "refund" like EIC or any child tax benefits if you don't work this year.
