For starters, call his/her doctor, you should receive a message with either an after hours number or be instructed to leave a message for the doctor on call. They should be able to give you better advise than we can.

Here is what I was able to find on the web.
By using a reliable thermometer, you can tell if your child has a fever if his or her temperature is at or higher than one of the following levels:

100.4 degrees Fahrenheit (38 degrees Celsius) measured rectally (in the bottom)
99.5 degrees Fahrenheit (37.5 degrees Celsius) measured orally (in the mouth)
99 degrees Fahrenheit (37.2 degrees Celsius) measured in an axillary position (under the arm)

The illness is probably not serious if your child:

is still interested in playing
is eating and drinking well
is alert and smiling at you
has a normal skin color
looks well when his or her temperature comes down

NO - the ER is for life threatening issues, not a slight fever which is what he has. Give him Tylenol, IBprofen, whatever you have been told by his doctor. Probably has a virus, cold whatever but nothing too serious. Don't give him aspirin and make sure you give him the correct amount for his age.
Keep an eye on him tonite and by tomorrow you can decide if he needs to see a doctor. Chances are he doesn't unless his fever lasts for 3 days or he is crying non stop because he has an ear infection or something like that is hurting him.

Many hospitals have a "call a nurse" program which I used when my kids were little. This is a perfect question for them since they are professionals! From my understanding little kids and adults handle fevers differently. Find out the guidelines as to how high a fever you should worry about because this won't be the last fever your child gets.

Keep him/her warm for a while to help break the fever. Periodically check his/her temperature. If it continues to rise then do take him/her to the ER, if it breaks, don't go to the ER just yet, keep an eye on him/her overnight and tomorrow to make sure the fever doesn't come back, then call your pediatrician and ask if you should make an appointment or not.

No. If that's the only symptom then it's not that bad. A fever is a body's way of fighting an infection so you should let it do it's thing. However, if it get very high... 103 and up I would call you doc just to make sure. Higher fever's in kids are ok most of the time.

No. Give children's Tylenol and give a lukewarm bath to bring down the temperature. Prevent from getting a chill after the bath. When it gets close to 103 is when to be worried. Give plenty of fluids so the baby does not become dehydrated.

if it has been 3 days or more with fever...by all means stop reading and take him to the hospital.. it might be a sign of an infection.... otherwise.. give hime some fever medicine and a cold moist rag over the forehead should bring the fever down rather quickly... and give him plenty of fluids... water or electrolytes.. for dehydration.

Not if that is the only symptom. Call to make an appointment to see the doctor tommorrow. In the meantime, some acetaminophen will help.

I personally wouldn't. Keep checking in on him throughout the night, if it is still climbing it may be a good idea to take him in. I would make take him to the family doctor tomorrow if he is still not feeling well.
