Whistle loudly without fingers?

IM wondering how people do this.
ive seen other people get this
i know how to whistle loudly with my fingers in my mouth
but how do you do it without?
the kind of whistle that people use when trying to get other peoples attention.

Its hard to explain but i'll try. Fold the lower lip in against the front of the bottom teeth (and upper lip against the top teeth), not over them like with the finger whistle. Then stick your lower jaw out. Your bottom teeth should not be visible but its ok if the top ones are. Place the tip of your tongue just behind the bottom lip so it is just about touching, and blow as hard as you can.

It takes a lot of practice and you will need to adjust the position of the tongue and jaw slightly until you find the sweet spot.

buying a whistle is an option, but you can also wet your lips with your tongue, squeeze your lips together tightly leaving an opening like the letter "O" and blow, or inhale. See if that works.
