By this, I mean portable laboratory grade lasers that could cut through at least plastic (heck, even Wicked Lasers can do that). I mean powerful lasers that can at least cause severe (3nd degree & up) burns in about half a second. It must have a sustainable power source (continuous for at least 5 hours). It could be a continuous beam or a rather silly "blaster beam." Is it possible today?

Laser gun is possible, but it's not portable. It absolutely will consume large amount of energy which have to be provided by high efficiency generator.

If by portable you mean in the bed of a 3/4 ton pickup or on a trailer the answer is YES going by what you want to do and the length of time it has to work.

If you are talking about carrying all of it the answer is NO and someone has been watching too much Star Trek and other fiction shows.

Still no. There's no adequate power supply. You could irritate someone, even blind them, but you can't burn holes in them at a reasonable distance. Vehicle mounted has been done, but man portable will not be with us for some time. Countermeasures to the sort of power available to man portable lasers are easy too, reflective clothing would render it useless.

Sure it is. Still better to use a wideangle to blind people with the laser.

Biggest problem is the high cost without that much damage.
