There are a number of reasons for it. I used to live in South Florida where there are a lot of people who can't speak English even though they've lived in the area for years. Most of them are concentrated into their little enclaves where they only associate with other people who speak their language. Then they also have TV stations, radio stations, magazines, and signs that are in their language. Since that area has a large number of Spanish-speaking people, they can always find someone who speaks the language if they need to. Many people, especially adults, often feel that they're too old to learn a new language so they don't even try. They use their children to interpret for them. All I can say is that the reason more immigrants don't learn English is because they don't have to.

The reason people don't learn English.

You don't need to know that much English to do simple low level jobs. There are also large communities of people who speak another language other than English like Chinese and Spanish that can support themselves.

Some may be immigrants who work long hours in a sweatshop with other immigrants from their own country, and then eat/sleep in immigrant communities with shops kept by others who speak their language. They would have little time or opportunity to attend classes or even to mingle socially with Americans who could have provided them with an opportunity to learn the language.

linguistically languages are divided in to families and it is easy for a person to learn a language which is in the family of his own language, languages which are not in the family are very hard to learn, for example a Chinese person will learn Vietnamese, Korean and Japanese very easily but English is very hard for him, in grammar and pronunciation.
i have a B.A in English language and it is very hard for me to pronounce letters like Americans. in addition, in my language we say for example car red which mean red car in English, the term fifteen hundred in English is soooo funny if you it in my language, you have to say one thousand and five hundred , this makes people confused and sometimes they give up in learning English.
