You clamp both ends of a uniform sample into a test rig and then pull on it while measuring the applied force end elongation. When it breaks you have your anwer, with a tiny bit of maths.

A little more info could be helpful.

I just did tensile testing today on aircaft composites and the basic fundimental is to divide the force used to break the specimen by the cross-sectional area of the specimen.

Strength = Force / Area

Tensile strength = Force is applied at specimen divided by cross area of specimen which is perpendicular to force arrow.
