All dogs do need exercise and your dog is a breed of working dog, who especially need to exercise.

He is still young, so start off with short walks and get him used to the lead and surroundings. He hasn't had all his shots, so do it in your yard until you have the ok by the vet, then venture outside for longer walks. You could also teach him to fetch things, walking isn't the only form of exercise for dogs.

I have a working dog (Australian Cattle Dog) he is 8 months old now, and I walk him for 30-45 minutes in the morning and about 20 minutes at night and that seems to be enough for him. We play ball for about 20 minutes a day in total too.

Is he doesn't come into contact with other dogs, yes. If there is the chance of doggie interaction, then no. Dogs are not fully vaccinated until 16 weeks of age, thus your little guy has a few weeks to go before he's fully immunized.

Yes, he needs exercise. Just don't overdo it, and make sure his vaccinations are complete, which they should be by this time. You can begin training him to walk on lead, and it's an excellent way to begin his socialization.
