what is the legal point on this matter i saw a .19. year old grab a girl age.12. years old by.on.her . butt. her mother knew it and saw it as well and did nothing legal at all . is there a legal time limit for the girl to report this to the law as what he did as to the.12. year old by brabbing her there her mom scared her . and can other.s report this to local law . on what happened

by law where her mother knew it and scared the .12. year old . that.s is xexual assult toward a child .and her mothr trid to cover it up by law .yes it.s a frlony you can report it to the . dept. of human services. and state police they get to the bottom and her. mom. as well this.19. year old has a lot of explaing to do to the nature of it by scaring a child that young not to tell seem.s the mother. has something her self to hide no mother i know would ever let a .19 year old do that much less any other one else. seem.s like those .2. have something to hide and by law yes it.s a felony that a fact s well law as well

There may be a time limit, or a statute of limitations, but it is probably not passed if the 12 year old is still 12. She should report it to someone anyway so they can check. If you are not the 12 year old, you should report it yourself if you believe something illegal occurred.

I don't think you mean to use the words libel and defamed because they don't seem to have anything to do with your question.

It depends on the intent of the 19 year old and his relationship to the 12 year old.
If it was in an attempt to injure or sexually batter the child, then it should be reported. If the mother understood the nature of the touching as an assault or sexual battery and did nothing she should be reported for negligence and child endangerment.
As for the libel and defamation, I am not sure what you are referring to.

The time limit , legal points etc are governed by the laws and which differs from country to country.To get proper advice, the place/ country where the action occurred is to be known.
