Is it part of their religion? I know they believe that every living thing great and small (even bugs) have a soul and they can even reincarnate into an animal but is it a strict criteria?

There are many sects in Buddhism, and many different beliefs on the subject. One of the most common belief they share however is ahimsa, which is non-violence. This is what generally why Buddhists are usually vegetarian.

My father's a Buddhist and he's not vegetarian. Buddhism isn't restrictive you know.

no they are not necessarily,

strangely enough they can eat meat if someone else has killed it

kind of weird huh?
