If you want to go to Canada, you just need a U.S. Passport or a Green Card. No one will stop you from taking a flight to Canada, driving to Canada or walk across the border.

There's no such thing as a "passport to Canada." In the US, passports are issued by the State Department to US citizens and nationals. Your passport actually only allows you to ENTER the US from foreign soil. It is also commonly used to record visas for countries that allow you to enter and is proof of US citizenship or nationality.

The State Department doesn't interface with the IRS on the issuance of passports. However if you are more than $2,500 in arrears in child support, your passport can be denied for that reason until you get the arrearages below $2,500.

If you were under indictment for tax fraud or evasion (or any crime for that matter) you generally can be required to surrender your passport to the court as a condition of release on bail.
