2Ti 1:9 the One having saved us and having called us with a holy calling, not according to our works, but according to His own purpose and grace given to us in Christ Jesus before eternal times,

It is God who saved us, through Christ alone. We, as believers, were called out for salvation, which was not based on our works or anything we did, but only for and by His purposes and grace, or unmerited favor. This calling was established well before the earth was created. We were elect and chosen out before we were even born. This verse clearly establishes the total sovereignty of God, election of the saints and particular atonement.

Its not usually a good idea to take verses out of context, it helps to look at the surrounding verses so that you don't get confused on a lone verse.

8Be not thou therefore ashamed of the testimony of our Lord, nor of me his prisoner: but be thou partaker of the afflictions of the gospel according to the power of God;

9Who hath saved us, and called us with an holy calling, not according to our works, but according to his own purpose and grace, which was given us in Christ Jesus before the world began,

10But is now made manifest by the appearing of our Saviour Jesus Christ, who hath abolished death, and hath brought life and immortality to light through the gospel:

So...God saved us and called us with a holy calling. It wasn't because of good things WE had done, but because he has mercy on us and forgives us for all the stupid stuff we do. God's purpose was already planned before He even created the world!! (That is pretty neato I think!)
But anyway, Paul is talking about our faith and how we should not be ashamed of it because it is a lot bigger deal than we can imagine.

I would recommend reading the whole books of 1 and 2 Timothy. There is a lot of good information on faith and other advice.

God's calling and saving of believers are not according to works. It is IMPOSSIBLE for people to earn their way into heaven.

Salvation is according to God's own purpose or sovereign plan ( See Rom 8:28-30 and Eph 1:11 ). Grace is God's unearned favor. Our Lord called us and saved us in Christ Jesus before time began.

This is referring to before this earth age when Satan rebelled and 1/3 followed him.

While our good works are important to salvation, without Jesus Christ's plan (the Atonement) we would not be saved. "before the world began" Christ "called us with a holy calling" so that we would help fufill the purpose of earth (to learn, to grow and to serve God faithfully).

Thje creation of Jesus.

Jesus was in existence long before he was SENT to earth.

Jesus is the eternal High Priest...therefore His work is not bound by a finite timeline...God foreknows all of His work and therefore it was finished before the world began because it would happen and it fulfills God's promises/prophetic Word and results in blessings to all who God knew would choose to seek Christ and go on to believe.

We can't earn our salvation. We didn't get our salvation from being good, or serving or giving, or anything. It is from the grace of God, and the sacrifice of Jesus Christ.

This is a statement of Saint Paul;s doctrine of justification by faith assured by the Divine purpose and Grace.

Grace leads to Faith in action of Love.

That Jesus Christ is the only way, and He is our saviour indeed, that works will not get you to heaven. Ephesians 2:8,9 tells us that also.
