Because the makers think that re-sealable boxes are enough, and don't really want to use all that plastic in re-sealability. I mean, cereal doesn't expire for months and months (when it's dry). Also, you are expected to know to fold or roll the opened end of the bag.
Besides, some breakfast cereals do come in re-sealable bags (I don't want to advertise, but the Malt-O-Meal brand is the only one I can think of right now).

Most of todays cereals come in waxed paper bags which are heat sealed at both ends and inserted into printed cartons.The process has been refined over time from the time the cereal is ready for packing through the bagging and cartoning thru the automatic loadingand sealing of the shipping carton.> For a time some lesser known brands were offered in resealable bagswhich were heat sealed at the top. A press type bead and groove formed the closure.Eliminating the the package carton did not offset the increased cost of filling the cereal bags.

They dont come in re sealable bags because after u open the ceral, and u reseal them, the oxeygen and air gets trapped inside and it will make the cereal have less taste and go soggy easily.
