there is this guy at my school and a lot of girls like him. he knows but doesn't do anything about it. i cant figure out if he is shy or gay...how do i kno?

He could be either. Probably just shy though.

You don't.. but most likely he's shy

Why don't you make friends with him instead of speculating?
