You say partially deaf... so I think that a kids book that his parent s can read to him would be nice, especially if you can find one with Braille in it, since he will learn to read with Braille.

Anything that has a lot of texture. All babies like that anyway! I've seen baby books that have things like "feel the soft ducky" and it will have fur to touch. Maybe a toy that vibrates and plays music would be fun? I'm sure you could find something suitable at any place that sells baby toys or books. :)

Does he see any kind of a therapist, such as occupational or physical? They might suggest some specialized toys just meant for kids with his particular needs.

A Piano would be great, children with disabilities respond to them positively and excel with instruments. Pet's are great, but maybe not for his age.

Get him something with alot of texture. Babies like that at that age anyway. You could also get him like a mini drum set because he can feel the vibrations.
