You should tell him that you would like to know for sure if he can go or not as you would like to ask someone else if he is not interested,as it will be your Birthday and you don't won't to celebrate it by yourself.

well it depends bcuz i learned that wen a boy says something thats what it really means... so either he really is going to work or he is tryna avoid hanging out with you and he use work as an excused.. but i dont think he would do that at all bcuz i mean if he likes you and its your b day.... just talk to him and find out whats up. ask him what he thinks about you and how he feels about you... talk to him and kinda go around the bush ask him when he works....

I think the deep meaning is this. He a) thinks he may have to work. b) is afraid if he says yes and works he will hurt you. c) He is unsure if you mean is as a date or a "hey buddy, let's chill"
