No mate.

To get a gig at the Tour de France you must be riding for one of the twenty-one professional teams, that will be invited, and then you must also be one of their nine selected rider.

The A.S.O (the orginisation that runs T.D.F) has not even announced how many "wild card" places it will reserve. (usually three).

If you happen to be good enough you sould try to get into one of the top 18 U.C.I (world cycling body) professional teams. These should gain auto entry to the tour. (Except Unibet rules banning advertising for gambling).

The U.C.I. and the A.S.O. have been trading blows over the last few years so anything could happen next year.

There is a fair bit of work to get yourself there by 2008. So if this is too short notice, there is always 2009. So hit them roads hard

Of course!!! Any cyclist can ride the Tour. Just call Christian Prudhomme or Jean Marie-Leblanc and tell them that you are interested in giving it a try.
