If the green icing is just vanilla, almond or unflavored buttercream, I think a lemon cake would work best. If the icing is flavored to match the color (lime, pistachio, green maraschino cherry or mint or something like that), you would want a cupcake which has a compatible flavor.

White cake, yellow cake and plain angelfood cake are compatible with just about anything.

Depending on the shade of green, I would probably go with yellow or white cupcakes--they are both vanilla flavored, but, yellow are made with whole eggs while white are made with only the egg whites.

An alternative would be to flavor the icing with peppermint extract and to put it on chocolate cupcakes--who doesn't like chocolate & mint? You could even decorate them with some crushed peppermint candies.

How about an apple flavoured one? You could go with a lime flavour but it will probably be a toxic synthetic concoction.
