Yes they can, I'll tell you a story that a friend told me this summer about what happened to one of her dogs in the summer.
One cold winter day, she looked out the window and saw her dog standing by her husband's ski-doo (snowmobile), the dog's head was blocked by an ATV that was parked by the ski-doo, so she couldn't see the dog's head and she didn't think anything of her dog just standing there. The day went on, and it was pitch dark outside, and my friend went outside to take out the garbage. the dog was still standing by the ski-doo, and as she came closer, she saw that his tongue was stuck to the ski-doo. She dropped the garbage and ran around the house like a "crazy woman" and shouted to her husband what was wrong. He told her to give him a pail of hot water. they both went outside to help the poor dog. My friend held the dog still as her husband poured the water in his mouth. My friend pulled her dog too quickly, and the dog actually lost a piece of his tongue.
She says the dog eats and drinks well, but his tongue still "looks funny".
So I think that you should learn from my friends experience and keep an eye out on your dogs while they're out in your metal dog run. :)

Well it happened to my pup yesterday only it was an indoor metal window frame. I'm in Chicago and the temp was -16 below yesterday. I was in the shower at the time it must have happened. When I got out, I noticed that she was licking her chest vigorously and when I looked to see what she was doing, her whole chest was covered with blood! I panicked not knowing what she had done. Thought she got a hold of something reddish in the kitchen, thought her little chest got cut somehow, thought she got a hold of a piece of glass off the kitchen floor. When I looked closer at her mouth, I noticed the end of her tongue was bleeding. Well what the f? Since she was sitting by the patio window, I could only conclude that she licked the metal frame. Yep, there it is . . . a thin piece of tongue skin with blood frozen onto the frame. Watch for your lil critters in this kind of cold whether they're outside or in. Never imagined this would happen. She's fine now but mommy isn't!

I have to agree 100% w/ the others - a dog can get his tongue stuck just like a human being. In regards to your metal run, make sure the metal is dry then apply a non-stick spray on the metal. That way, the dog's tongue won't stick and is not harmful to the dog.

In short the answer is yes, they are flesh and blood mammals the same as humans, so if your tongue gets stuck on ice so will a dogs.
It's a good question, and don't be afraid to ask, you are in a situation where this could happen.
Maybe the dog has learned and is not going to let it happen, but keep an eye on it just in case.

LOL!! I've never thought of that before. Well... I guess it could get stuck on a pole. I dont know about all dogs, but the yorkie I own actually has a higher body temp than our own, so it could happen I guess.

Yes, they can. It's the act of something wet being put on something frozen that makes it stick. It isn't just the human tongue that does this.
