It's called .....DISTURBING THE PEACE......call the non emergency police department in your neighborhood, explain the situation, give them his address and let them handle it, they will not give names out so don't worry...but you could reinforce your concern to the officer and tell him not to give your name Please........

call noise control. they should be part of your local council and where i live its anonoymous. They send people round.
