Float-able (not always floating) house would be on dry land in New Orleans up until the water did rise...concept could be tested by a university and work out the details...

the foundation of such an experimental house would sit on dry land in a neighborhood, but when the water started rising it would rise as well and the house would not be underwater - need a sketch?

New Orleans residents surely know someone who works in the oil industry and could easily find pictures of a Jack-Up Barge - imagine one of those with several houses on it. I used to live in Kenner and Metairie and I think U.N.O.could have fun researching this.

Its the storm surge thats the problem in New Orleans. basically like a Tsunami. also... floating homes dont do well in hurricane force winds....
Its not a code problem its a realism that in a storm these would be washed away too.
Holland does have storms but nothing like the sustained winds of a hurricane and the storm surge from the sea. Its not a matter of water rising 13ft its the water coming in at a surge and casuing a rapid flood ... as i said like a tsunami.

In Holland those with houseboats do not pay property taxes.
There is only a limited amount of room or space. Only the space along the river or canal can be used.

It also take a special type of person to live in a houseboat as it is a special type of lifestyle.
I personally would not like it. As I like to have a garage to tinker with.

They have floating houses all over Asia too.
They are called Junks.
Gee....We sure missed out by not getting aboard that technology.
